Exploring EIU’s 2023 Global Livability Index – Who’s at the Top and Who Sits at the Bottom?

The European Intelligence Unit (EIU) released its 2023 global livability index, shedding light on the cities that have excelled in providing an exceptional quality of life for their residents. The index covers 173 cities and ranks them in multiple factors under 5 categories – stability, healthcare, culture and environment, education, and infrastructure.  According to EIU, this year’s global livability index reached a 15-year high with many cities in Asia, the Middle East, and Africa showing significant improvements in healthcare and education scores. This upswing in livability can be attributed to a gradual return to normalcy following the COVID-19 pandemic. Furthermore, the diligent and incremental efforts made by many developing countries in improving livability are primarily responsible for driving shifts in the rankings. Top 10 Cities of the 2023 Global Livability Index Vienna, Austria’s capital, has clinched the top spot on the global livability index for the second year in a row. With an exceptional total score of 98.4 and perfect ratings in four categories, Vienna maintains its outstanding livability status. While it saw a minor decline in the culture and entertainment category, scoring 94.5, Vienna continues to shine as a premier destination for quality living. Denmark’s capital Copenhagen comes in second with a total index score of 98, followed by Melbourne with a score of 97.7 in the third place. Here are the top 10 with their index scores- Calgary and Geneva jointly occupy the seventh position, while Osaka and Auckland complete the top 10. From the livability index, we also learn that Wellington and Auckland made significant leaps in the rankings compared to the previous year. Wellington climbed an impressive 35 places, while Auckland surged ahead by 25 places. Eight of the 10 biggest climbers are from the Asia-Pacific region. Factors Affecting Index Scores The COVID-19 pandemic has significantly impacted living conditions in numerous cities worldwide, particularly in the areas of healthcare, culture and environment, and education. Stress on these factors has had a profound effect on the overall livability of cities.  EIU adds that the global stability of cities has experienced a decline, making it the only category to witness a decrease in ratings compared to the previous year. Some factors affecting stability ratings are- The bottom 10 of the 2023 global livability index comprises cities that face considerable challenges in terms of overall livability, scoring lower across multiple factors and categories. The least livable city according to the index – Damascus in Syria, is affected by social unrest, terrorism, and conflict. The second least livable city Tripoli in Libya shares the same narrative. Here are the bottom 10 cities of the 2023 global livability index- The impact of the war in Ukraine extends beyond Kyiv, affecting several European cities and resulting in their significant decline in rankings. The city of Edinburgh in the UK tumbled down 23 places compared to last year, whereas Manchester went down 16 places. Sweden’s capital Stockholm lost 22 places, and two cities from the United States – Los Angeles and San Diego, each went down 17 places in the rankings compared to last year.  While civil unrest and economic imbalance continue to present significance, we must maintain an optimistic outlook as we strive for positive change and progress. The railway sector showed a 58% decline in activity in 2020 largely due to the pandemic. The low interest among young individuals in pursuing a career in construction may be influenced by various factors such as misconceptions about the industry, lack of awareness about the available opportunities, or a preference for other career paths. The rise in material costs is again largely driven by the pandemic and war in Ukraine. These factors have caused supply chain disruptions and changes in trade policies, leading to price hikes. Furthermore, despite appropriate safety measures in place, the high number of non-fatal and fatal injuries could be attributed to various reasons, including inadequate safety protocols, lack of adherence to safety regulations, human error, or insufficient training and awareness regarding safety practices. NCARB (USA) and ARB (UK) Mutually Sign Reciprocal Licensing Agreement for Architects

The National Council of Architectural Registration Boards (NCARB) and the Architects Registration Board (ARB), architects’ registration boards of the US and the UK have signed a “Mutual Recognition Agreement” that will enable architects to benefit from a simpler licensing and employment process in both countries. This agreement will allow eligible architects from both nations to acquire reciprocal licenses. Architects can seek work opportunities and establish contacts in each country. This agreement is based on similarities between NCARB’s architecture licensing standards and registration requirements in the United Kingdom. To apply for a reciprocal license in either country, architects must meet the following eligibility requirements- “The arrangement is an exciting opportunity for architects seeking to expand their careers internationally,” said NCARB President Alfred Vidaurri Jr., NCARB, NOMA, FAIA. “One of the primary benefits enjoyed by NCARB Certificate holders is the ability to pursue reciprocal licensure, and this agreement expands those benefits to a new continent.” Five years of research and negotiation from NCARB and ARB comes to fruition The NCARB and ARB did not approve of the agreement overnight. This agreement is the result of five years of research and negotiation between the two parties, that kicked off at the end of 2018. Back then, former NCARB President Gregory L. Erny, FAIA, NCARB, Hon. FCARM appointed a team of subject-matter specialists to evaluate examination, education, and experience documents to understand the registration process in the United Kingdom. The review team found out that the registration process in the UK paralleled their assessment of the competency of the architects. This overlap of standards gave rise to negotiations between NCARB and ARB to develop a streamlined path for architects from the US and UK to acquire reciprocity licenses in either country. As of now, the agreement mandates that American architects obtain certification using the standard NCARB accreditation route, which consists of 3 steps- 1. Acquire a degree from an accredited architecture program. 2. Complete NCARB’s experience program. 3. Pass NCARB’s national licensing examination. “The U.K. and U.S.A. are among the world’s leaders in architecture. A mutual recognition agreement will reinforce this further, helping eligible professionals to register between the two countries, sharing their skills and services,” said Alan Kershaw, chair of the Architects Registration Board. “We’re therefore delighted to see the agreement has been approved by NCARB’s boards. This is a significant step towards its completion and one that many architects in the UK will be pleased to see.” COVID-19’s impact on architecture registration and licensure exams The COVID-19 pandemic had a massive impact on the architecture industry. The NCARB tracked candidates’ progress through various metrics to understand the pandemic’s impact on their careers. According to NCARB’s data- Road to recovery The data is showing signs of recovery though. 2021 saw an increase in the number of exams delivered, candidates submitting experience reports, and an overall increase in the number of new architects (from 3,122 in 2020 to 3,845 in 2021). This means, the number of candidates ready for licensure in the US also increased. This agreement will benefit not only US architects, but also the UK as we are witnessing a steady recovery from both nations to expand their business into new territories. Talking about the agreement, Michael Armstrong, CEO, of the National Council of Architectural Registration Boards, said “Through this agreement, NCARB celebrates a new relationship with the United Kingdom as it continues to enhance the value of the NCARB Certificate as a facilitator of domestic and international mobility for many U.S. licensed practitioners.”  “We are pleased to sign this Mutual Recognition Agreement emphasizing a shared approach of appropriate rigor in guiding the licensure of architects, thus furthering our mutual desire to enhance the global health, safety, and welfare of the public,” he added. MAD Unveil a Floating Feather Design for Changchun ‘Longjia’ International  Airport  Terminal 3 in  China

  MAD Architects has revealed the design for the Changchun “Longjia” International Airport Terminal 3 in China, in collaboration with China Airport Planning & Design Institute and Beijing Institute of Architectural Design.  The new design of the Changchun Longjia International Airport terminal building is meant to have a serene and welcoming atmosphere from both outside and inside, according to MAD Architects. Travelers will be greeted by the terminal’s distinctive fan-shaped shape resembling a “floating feather” when they arrive from the “Longjia” Station or the parking lot.  The proposed feather-like design of airport terminal 3 reveals a shift towards the sleek and futuristic, with architectural motifs that suggest simplicity and effectiveness.  Changchun ‘Longjia’ International Airport Terminal 3 – Project Details  A Floating Feather-like Design for a Future Large-Scale Transportation Junction  The new terminal 3 building, which will be the airport’s first large-scale air transportation hub, will cover nearly 270,000 square meters on a 177.6-hectare footprint.  The terminal will have 54 aircraft gates and will be built as “the biggest air transportation junction of Changchun city and entire Jilin Province,” with the goal of accommodating 22 million passengers per year once completed.  MAD Architects designed the airport terminal with lush interior landscaping to echo the surrounding ‘Garden City’ of Changchun. As travelers approach the terminal, they will be greeted by an abundance of forests, lakes, meadows, and rolling hills, while the interior of the airport features a ‘cold zone garden’ of native trees, ground covers, and water features.  The departure hall’s feather-shaped roof allows natural light to flood the interior, creating a bright and inviting atmosphere that extends to the gardens within.
